Your assessments are correct.

Many do not have a petcock or drain plug on the bottom of the radiator. Aside from my B16 544, I haven't come across one.

And that boss in the block will sometimes have a plug (your case) or a petcock. I'd guess that if the block plug hasn't moved for the past 35 years, it may be a bit stubborn.
