The bulb out sensor monitors the tail running lights, brake lights, front running lights, and headlights only. If all of those bulbs are working but you still get a bulb out warning (quite common actually), there are a few different possible causes:
1: The bulb out sensor works by comparing the current that flows through the right side and left side bulbs, if they don't match, you get the light coming on. As a result, if one bulb goes out on one side, replace the same one on the other side so they match.
2: The bulb sensor itself could be bad, it is located near the steering column and is a red/orange cylindrical device. Not cheap for a new one and good luck finding a working one on the bone yard.
3: If you have a sedan, the connection to the flex circuit on the tail lights quite often corroded, clean with a pencil eraser.
Hope that helps, but sometimes a dirty corroded bulb socket or ground wire to the body can cause it as well.
