Keith, I have never had the Regina setup but a dirty IAC Motor (Idle Air Control) under the intake can cause havoc with hunting and stalling. I tried the butterfly thing at first, until I realised what a sticky IAC valve can do to idle settings. The throttle should be closed at idle as I understand it, with air being allowed in via the IAC route.
