122 starting problem 120-130 1961

yes, ive checked the grounds.. oh, i forgot to mention that it has a '67 ish B18 in it.. yes, all 12V. with some kind of Chrysler alternator, definitely 12V. could the starter itself play a role also? perhaps there is some kind of increased loading for some reason?

my question really is, i guess, is it a normal function of a regulator like that to up the voltage to compensate for an increased load? if it worked how i would expect (knowing a fair bit about electronics) it should drop with an increased load. so either it's an active feature or it's malfunctioning. anyone know?
