How to Open 945 Tailgate- Outside and Inside handles don't work

When you pull on the handles inside or out, does it feel like there is some resistance or does it feel like they is no resistance? If there is some resistance, you way need to just pull harder as there may be something that has gotten in the area of the latch and has it jamed. This once happened to mine.
