The greenbook says 128 to 156psi, but the important thing about compression figures is that they are all close together, so I'd say it's fine.

The low figure could be a faulty gauge, wrong head gasket, non standard cam or tight intake tappets. It should have a D or K cam in it, so make sure the tappets are set to .018", no less.
