The caster and camber can not be adjusted because there is no provision to move the top of the strut around to adjust them. Some cars with similar McPherson strut suspensions do achieve some, limited adjustability. For example, the factory strut mounts on my RX-7 can be rotated to 4 different positions which will give four different combinations of camber and caster.
There should be adjustable strut mounts out there for Volvo 700 series cars. I just haven't looked real hard for one yet. They are available for the RX-7. The stock RX-7 mounts look very much like the Volvo 700 ones, except that they have 4 bolts, not two, like the Volvo. For what an adjustable strut mount looks like, look at this link.

The adjustable mounts are the things at the top of the page, "Camber/Caster Upper Spring Perch." They cost $413.27 for a pair.
