There's a Noid light (see FAQs) that can tell you if there
is voltage at each injector connector.
(I guess you could get a connector from a junkyard injector
and solder in a 12V bulb to make this test light) use the connector to your
voltmeter or scope if you really want to see what's going on.
You can measure carefully with an ordinary voltmeter
Note: The plus 12 volts is constant
and the ground or return leg is switched via the ECU.
Thus reading only plus 12volts at each connector is only half the battle.
You must measure the switched ground along with the plus 12 at the connector.
