I picked up a cheap puller kit from the $5.00 bin at the local parts store.
Until I've had the same wheel off several times, I've found a puller necessary to get the wheel off.
All you need is a piece of steel with a slot in it (maybe a spare alternator or generator pulley bracket), a ~7/16" socket with a slight neck down, and a couple 5/16"-18 bolts.
Remove or loosen the nut. Put the neck-down socket into the steering shaft hole and position your steel piece over the socket. Thread the 5/16-18" bolts through the steel and into the receiving holes on the wheel. Tighten them until the steel pushes down the socket and "pulls" the wheel off the splines. You might need a spacer or socket extension to make it all work.
A bit awkward but it works. Keeping the nut on the steering shaft helps avoid mushrooming the shaft with the socket.
