As I suspected... this one was a fraud of some kind from the get-go, eBay has closed the auction. More than likely the guy was simply after your $2000 deposit, but you'd have thought he would have had enough brains to start the bidding at something that resembled reality. In any case, my money says the individual has probably never seen an 1800, never mind restored one.
