These lamps are not on the dimmer circuit.

"My instrument cluster only shows a few lights upon starting the car, then NONE."

Please clarify this statement for me. Do you mean that some lights that you know did come on in the past are not coming on with the key ON, engine OFF? Or, do you mean the lights stay ON for a little bit after startup?

Either way, the fuse under the hood (if present) is not involved. But, I cannot tell you what is involved because I am not clear on the symptoms.
