First, try this...
Disconnect the left side white plastic connector at the tail light assembly, see if that keeps it from blowing the fuse.
If fuse still blows, disconnect the right side one.
If disconnecting one side or the other stops the fuse from blowing, then you know the problem is somewhere downstream from that connector - either at the connector itself or in the related tail light assembly. If the fuse blows regardless of unplugging those connectors then the problem is upstream, sorry to say.
Also, be aware that there's a single white bulb holder, for a 2-filament 1197 bulb. That holder goes on the right side of the car. The matching black one goes on the left side. Switching them should not cause a short but will cause the lights to not work properly.
Be sure to observe carefully when inserting bulb holders. Look at the plastic prongs and their notches and watch the contacts on the circuit "board". I wrecked a board once when the contact snagged the "board" and tore it. I was inserting the bulb holder by feel. If you wrecked yours it's OK to curse in French; they were made by Cibie.
