What bolt size are you looking for the torque value for? the top chart is merely a conversion chart from one measurement system to another. The second one has actual torque values in kg/m or kg/cm for the smaller metric bolts of varous grades. If you need ft/lb or in/lb values, take the metric value from the lower chart and use the appropriate conversion factor to get what you need.
