Yes I think it is possible for a new fuel pump relay to go bad quickly. It is because of the way the heavy frame of the internal relay is soldered to the thin circuits on the PCB.

Does this car have a Constant Idle Speed systerm (small round electric motor in the middle of the intake manifold)? Both the fuel pump relay and the CIS system require ignition pulses from the low side of the ignition coil. You might check the wires there for clean, good connection and no broken wires.
