Welp, dumb me, it was the fuel return hose. When it isn't hooked up, the fuel rail sure spills out a pile of fuel. No fires though.

The fuel return is way under the fuel rail, making it hard to see.

The car runs though, and drives! Good feeling. The new engine is far better than the old.
