idle, sometimes normal, sometimes high 700

Seems this Is related to the air conditioning being switched on. It isn't working, so apparently when it's on the brain expects a load that doesn't happen, so the idle goes up. Switched it off, idle stays at 700 or so.
Thanks for replies, good ideas which I'll look at also.
