94 940: Need Help with Electrical Problem

Car drove fine today....15 minutes later, no start...good, fresh battery......lights come on but no start, no noise at all from starter....turn key off and dash lights and brake lights flash intermittently for 3 minutes then go off.

Any thoughts where to begin?
