Bolts / nuts rusting solid - can you prevent it?

The only loctite I have used in the last 15 years has been on the nut that holds the impeller onto the shaft of a Mitsu turbo I rebuilt.

I have never had any problems with anti-seize causing a nut or bolt to back off after proper tightening.
