2-3-1 is "fuel system compensating for rich or lean air/fuel mixture at cruise."
The lope at idle is the tipoff that you have a vacuum leak. Check the condition of all your vacuum hoses, but the prime suspect is the big "snorkel" between the AMM and the throttle body. I would remove it completely and check it for cracks and worn spots. Duct tape will work for a temporary fix, but if it's cracked you'll need to replace it.
You don't notice the problem at speed (yet) because the leak, wherever it is, is small in comparison to the airflow into the engine under load. At idle the leak becomes significant enough cause some rough running. Left unfixed, what will likely happen is that your idle will deteriorate to the point that you'll need to keep revving the engine to keep it from stalling, and if you havfe an automatic trans, the car will bog badly as you start to accelerate from a dead stop.
Post back if you don't find any obvious vacuum leaks... then we'll move into less-likely things to check.
