If you google "spark eroder tap removal" you get heaps of hits of machines dedicated to removing taps and fasteners.

Maybe you can find someone local who has one of these: http://www.sparkeroding.co.uk/

You would just need to let your fingers do the walking and see if you can find someone local who could do the job at the right price. Might be cheaper to find a replacement part.
