Could it be that the flap that redirects the air from other vents to the ones blowing on the windshield are stuck? I had a vacuum issue with my 240's HVAC controls and in the process of diagnosing the problem I made sure that the flaps were moving when I selected between the windshield, front, and floor vents. I've heard that the flap can get stuck sometimes.
