I have never heard of the 4 shorts per second testing.
As I remember the pick up in the rear is magnetic and therefore generates a small AC voltage increasing in frequency and voltage as speed increases. You should see this voltage at the speedo head. I have measured this with an analog meter, but never a digital. It could be that the AC frequency is too slow for a digital meter to recognize it as a valid AC signal. Try an analog meter and I think you will see a result. Seem to remember also that it would blip the needle when set to DC. If you see fast "resistance blips" you most likely are receiving the correct AC voltage swings at the speedo.
