As I said, it looks like the issue is that there is not enough voltage on the wire from the ignition cylinder.
Also, the power door locks are not working, so I'm thinking the issue is somewhere between where the accessory power comes off the battery and splits to the stuff switched from the ignition, and the stuff that is always on (like the locks).
I get 12v on the cable from the battery to the starter, and I don't get a click. I should hotwire it to double check though.
