740 won't shift into overdrive

I have a beautiful 1991 Volvo 740 that is a true trooper on the road. Unfortunately, I can't get overdrive to engage no matter what I do. There are no check engine or blinking arrow lights. All the gears shift smoothly with the exception of overdrive.

I think it may just be the overdrive relay. But I wanted to make sure before I delved too deep into this. I can tell you that when I press the overdrive button the arrow on the dashboard it will always show it's current status.

Any experiences with this? I would really like to keep the tranny intact. Thanks!
