What wiring diagram are you using?
The headlight relay may be bad. Suggest you start a new thread on the headlights, if they are still failing. (You do have the ignition on, right?)

You mean there was a spark at the jumper that wasn't there before?

You mean with the 4-6 jumper? Or when running? Or both?

On your car (they vary by year and world market) #5 isn't used. Neither is #6 although its input side is powered (6-10 always hot, remember?)
Power path to tank pump is:
Battery=>25A fuse=>Fuel relay 30(in)=>Fuel relay 87-2(out)=>4-pin plug under glovebox**=>Fuse#4 left(input)=>thru fuse=>Black wire at 2-pin plug feeding pump.
** This plug also carried Main pump voltage

Anything is possible. The switch maybe, FI computer, hardly likely.
