The old SEV regulators appeared to be sealed but weren't. They were also subject to
having the points weld together. There were a couple of dimples on the bottom of the skirt
that had to be pried out a bit to get the cover off.
If the regulator really IS sealed, probably all you can do is replace it. But if you
are going to replace it anyway a little (possibly) destructive testing may be worthwhile.
