V 90 Headlights not working

The headlights are not working on my 98 V90. The bulb out light in the instrument cluster is not indicating any lights are out. The fog lights also appear to be not working, with no indication of any lights out in the instrument cluster.

I can get the bright lights to come on, but only by holding the light stalk back.

Any suggestions??
