Of course, it depends on the code. A sensor that has a bad heating element will always have a bad heater. But if the sensors are good, they are not getting the proper flow past them.
The first sensor detects certain gasses and sends that signal to the ECU, the second sensor makes sure the mixture is correct. With a hole up stream of the sensor, the exhaust flow is not constant - the flex pipe is not always open the same amount - and that messes up the communication between the 2 sensors.
The flex pipe cannot be repaired, it must be replaced. And those exhaust bolts are a real pain without an air hammer and lots of PBBlaster.
