Looks like somebody missed a jack point all right. I have had to go out at Discount Tire and get them to the right part of the car more than once. They are not the only ones who seem to jack on anything under the car however.

Paint the entire area with come Chassis Coat Black and after it dries well hit it with some rubberized undercoating to seal it all off would be my vote.
