Check engine light 900

Well my problem persists and I am about ready for dynamite. So far I have changed the cat, both O2 sensors and the ECU. Every time it seems to be fixed and then about 3 to 6 days later the light comes back on and same code P0131 which is: O2 sensor low voltage Bank 1, Sensor 1. The local Volvo non dealer shop gave up and said they don't know what to do so I guess I'm hooped! I would sure appreciate any help I can get on this problem as I have reached the extent of my talents. Thanks.
