I agree with OK and Phil...it's likely the sender...perfrom Phils suggested test to verify correct function of gauge...if that's working as expected, then remove sender and open to inspect...you will typically find the windings have worn through and are mechanically binding slider which is activated by float...and although rebuildable, if a suitable replacement can be had for $25, it doesn't seem worth messing around with...
