speedometer problems 200

have a 1989 volvo 245dl that the speedometer works part time. the speedometer has a mind of its own it will be working then it goes to zero then it work for a while then it goes to zero again. I have checked to make sure the wire connecters are tight on the back of the board. Need help in finding answer to problem, so I will not get a speeding ticket.
