shift lockout problem 900 1994

"... a wire (blue) that goes to the start inhibitor was pinched by one of the shift assembly bolts and shorted to ground. the wire is not shorted now..."

If that blue wire is not shorted now, maybe it got burnt open from the current draw. Because it's the only wire inline from the Ignition switch to the Starter solenoid.
