Is there an easier way? Dash/glove cptmt assy 140-160 1973

It only took a few minutes to put the instrument panel back into the Yellow Peril today.
Then I went to the other side and spent most of the afternoon trying to put the right side
of the dash and the glove compartment in.
I'm not sure but it looks to me like there must be an easier way. Can't figure out
how you tighten the bolts/screws that hold the top of the dash panels to the bottom
of the dash cover. (1/4" Phillips head screws mostly)
Once you get the panel in there you can't get to them to tighten them except the two
that have holes in the roof of the Glove Compartment.
Is there a trick to this?
I slotted some of the holes in the top so I could slip the panel in with the bolts in place
but loose.
BTW part of this problem may be because the glove compartment and lid is from a 76 model car.
But the bolt holes line up.
