failed smog! 200 1990

Check your O2 sensor's output voltage to see if it never goes above or below a certain value. Probe the sensor output with a voltmeter's red probe and ground the black somewhere on the body. It should sweep from 0.1 to 0.9 volts.

Also, with the car shut off, pull the vacuum hose off the fuel pressure regulator and see if it's dripping or smells like raw gasoline. It shouldn't smell like anything other than rubber.

At what speed does your car idle? 800? higher? Have you recently done a full tune-up? I remember you coming to the board with a slipping trans in second.

The shop should tell you why they say your PCV system is "missing" and your car's smog equipment has been "TAMPERED" with. That right there is probably a way to fail you, and you'll need to fix it or give the shop a whatfor before you re-test.

You are WAAAAAY high on your NOX. I would think the HC will either clear up when you fix the NOX issue, or be solved with a major tune-up. I used Seafoam and I loved what it did to my car. I had just gotten it, and it had been obviously mistreated. It spewed black soot (and clouds of smoke) out the tailpipe, and it went from feeling old and tired to feeling young and spunky.
Some people don't like Seafoam, but I've seen a lot more positive reviews and had good results with it the one time I used it.

NOX is caused by high combustion temps - which either means it's running lean and hot, or just running hot. The O2 sensor is worth checking or outright replacing before you replace the cat.

As for replacing the cat, you may or may not be able to DIY it. If you have the original bolted-on cat, you'll be able to do it with hand tools. If not, and you have a wire-feed welder and angle grinder or sawzall, you can still DIY it.

I don't think your car has an EGR system, though I could be wrong. You can check out the troubleshooting steps on this page, even though it was for a honda. (http://www.asashop.org/autoinc/oct2004/techtips.htm)
