"Old skool" grey,red, black primer is porous and will suck up any damp where the panel is stored. 2 pack/epoxy primer isn't perfect for long term storage but should keep the rust at bay if it gets a couple of coats after being prepped properly. If you can get friendly with someone in a body shop they might do you a favour by using up the end of a pot of primer from another job.
