Re-installing front fender 120-130

I use dum dum caulk. It comes in thin round strips, is easy to handle, never hardens and you can use a little or a lot at a time without having to worry about what's left in the tube drying out. It's the stuff car makers use to seal the waterproof paper on the inside of doors.
Try Napa or an RV parts place. Ask for Moretite or Proform PF300.
