Keyless entry programming 900 1995

Well, If that doesn't work, any ideas?
I replaced the batteries and took the things apart and cleaned all the contact points with electronic cleaner and still not getting anything. Granted I just bought these things off ebay, but I can't imagine both of them being bad ( and yes, the car did come with the keyless remote originally, I have documentation relating to that that came with the car )
