A lot of aftermarker cruise control units use magnets mounted on the driveshaft to create the correct pulses. These cruise units don't need to match the speedometer, they just need to have a reference pulse.
Depending on the type of input the cruise unit needs, you can use a hall sensor and use the driveshaft bolts for targets like mentioned here:
