Cold start issue *UPDATE* 200 1988

So it's been close to a month since I've had the time to mess with this car. Due to snow, cold temps, and a Christmas trip to eastern PA, it's been sitting in the drive. Today, I decided to check a few things. First, I jumped the #4 fuse to the #6 to make sure the fuel pump was working, which it was. However, it still would not start w/ the pump jumped. So the relay and pump are good. Then, I pulled a spark plug, which smelled like fuel and appeared wet. I had my wife turn the ignition, but there was no spark. I then placed my multi-meter on the coil leads, but I had no power going to them. So it would appear that I'm not receiving power to the coil. What do I check next? This is the first time I've had this issue with any of my cars. Does the crank position sensor or cold start sensor prevent power to the coil? Thanks for the help!
