There are several ways, but this has worked more times than not, it all depends on what torque value the tamper proof screw snapped off at. Remove the lower panel, felt and knee panel. Remove the 2 upper screws and 3 or 4 lower screws to the steering wheel surround panels. Remove the panels. Under the column where the column goes through the dash are two about 1 inch round holes in the sheet metal, up inside you will see the tamper proof screw. Don your safety gogles and use a center punch to make a dent in the dead center of the two screws, follow that with the punch angled a bit and on the edge of the bolt knock the bolt to the left, counterclockwise. Give them a few good raps untill the bolt moves. Drill the center of the bolt 1/8 inch to about 3/16 deep and wallow out the hole a bit use the torqs screw driver in your tool kit, take the handle off and drive the small torqs end into the screw, use the pliers to turn, as soon as you can turn the screw, put the handle back on and remove the screw, repeat for the next screw. When both screws are out pry off the electrical end of the ignition cylinder and remove cylinder.
