Fuel Pump does not "buzz' sometimes when key in || position 700 1990

When was the last time you either replaced or resoldered the circuit board on the fuel pump relay?

The symptoms you describe as intermittent at key position II are common to a fuel pump relay that needs it solder joints reflowed.
