Three things affecting the Pump relay:
• Fuse 7 (hot from battery) feeds +12V to the pump relay terminal 30.
When relay is energized, the +12V goes from relay terminal 87 to the pumps.
Make sure fuse 7 and it's contacts are clean and tight.
Spinning the fuse in it's contacts is sometimes a quick fix.
• Fuse 13 (Hot with Key On) powers the pump relay coil at terminal 15.
As with #7, make contacts clean and tight.
• Besides 12V at terminal 15, the Pump relay also needs negative Ignition coil pulses at terminal 31b (Red/White wire). These pulses come from Coil terminal 1. Take that connector off and on a couple of times. Terminal 15 too, while you're there.
