Running Rich but better than ever, how do I get the mpgs down?

So I've posted a couple times on here trying to get help for my 1983 245. You guys have been more than helpful. The car is running better than ever after working on it. I have decent power and idle. But my gas mileage is terrible(about 15mpg)

The car is:
B23F w/ LH 2.2(511) ECU. 2.0 AMM and 2.0 injectors.
No power steering, radio, or AC.

I have replaced or tested:
All vacuum hoses
All head gaskets
FPR
Injector Seals
Intake hose
O2 Sensor(w/ generic one wire)
Cleaned Throttle body
Cleaned and replaced Oil Separator and Flame trap.
New ECT(tested)
New Ignition Coil, Plugs, Rotor
Checked and replaced grounds

Right now:
I get a constant voltage at the O2 sensor(anywhere between .5 and .8v depending on when I check it)
I can smell a little gas out of my tailpipe.
Plugs are fouling just a little bit(less than before)

So ... I am stumped. What do you guys think, injectors? AMM? ECU? I have a new 2.0 AMM that still needs the adjustment cap drilled out. I could swap that in, but I will need to figure out mixture adjustment.
