AC Compressor Question 700

I was under the impression to correctly fill a system one should pull a vacuum then add the correct ammount of refrigerant by weight. Is that correct way to do it?

I can see the value in having a high side port for diagnostic purposes. If I undestand correctly the new one has one, just hard to get at on the back of the compressor.
