I believe that if the compressor is seized, but the clutch is OK and was not engaged, then the pulley would have been free to turn, and the belt wouldn't have been burning,
So either 1) both the clutch and the compressor are seized, or 2) the compressor is seized with the clutch engaged. In the former case, you need to change something in order to get power steering back, of course. But, in the latter case, turning the AC control off should allow the clutch to disengage, as would unplugging the lead to the clutch at its connector in the engine compartment. And then there would be no need to deal with the compressor at all, unless you wanted to pay to get air conditioning back again.
Am I missing something here?
