20 mph in 3rd gear should be about 2000 rpm.

Unfortunately, you will have to take it to someone who knows how to repair/rebuild Smiths instruments. This will be expensive. I agree with the other poster who advised you to replace it with an aftermarket dash mounted tach, i.e. Sun.
