Thanks Art but I managed to unsolder the 2115 from my junkyard speedometer and swap it into the original circuit board. Put it all back together and all is good. My cruise control works again and the ECU no longer throws the 3-1-1 code.

Thanks for your help. Your older posts were very helpful in determining why my junkyard speedometer didn't work.
