front end shimmy - control arm bushing ? 200 1987

I'm trying exorcise a front end shimmy in my '87 245. It comes in at about 55-60 mph and causes the steering wheel to shudder back and forth. I have had the wheels balanced, the front end checked and aligned. The wheel bearing races were a little worn and rollers a little stained, but not chipped, spalled, bruised, etc. Mounting bolts are tight.

The only thing that looks off is that the mushroomed rubber ends of the front control arm bushing appears to have moved away from the arm and there are small cracks in the rubber.

Has anyone cured a front end shimmy by replacing the front control arm bushing ?
