My wife's 90 740T had a failed Fuel Pressure Regulator last year. Symptoms were mainly terrible cold start performance.
Yours may be just going bad. With high HC, it's either burning a pretty large amount of oil or it's just rich- and a bad fuel pressure regulator would do that.
Alternately I think any vacuum leak could screw things up enough to give you readings that are just a little off. A new intake manifold gasket is less than $5. (A lot less than a fuel pressure regulator for one of these, btw.)
Have a good look at all those crunchy old vacuum lines and elbows as well.
20 year old rubber parts are just about guaranteed to require replacement.
